A GNIB Certificate of Registration takes 10 seconds to print. I don't know what happened in those 10 working days.
In any case, this whole story is most irregular.
You are the family member of an EEA national who has acquired the right of Permanent Residence in Ireland.
You are entitled to receive a "Residence card of a family member of a Union citizen". At present, you don't have one.
You should apply for a "Residence card of a family member of a Union citizen" use form
EU1. Your wife can apply at the same time, if she wishes, for a Permanent Residence Certificate using form
EU2. Once the former is approved, you will be instructed to report to your nearest GNIB office to receive your "Residence card of a family member of a Union citizen". This is issued in the form of a GNIB Certificate of Registration which bears Stamp number "4 EUFam". With this Residence Card, you are entitled to enter any EU Member State in the company of, or to join your wife, without the need to hold a valid visa or a re-entry visa for Ireland.
