Need help to understand Tier2 CoS fees

Hi

One of company from UK demanded 2K from me to provide me sponshorship. Is it legal. Also I am supposed to pay visa fee + travel apart from this 2K. And will get initial expenditure before I get offer. once i get offer it will be 60:40 ratio of pay.

Please help me weather I should move further or not. I checked status of Company it is legal compnay I have checked it names for tier2 and its rating is also A.
