Need Information - UK Visit Visa

Dear Seniors

My father (who has Pakistani Passport) is in USA visiting my sister. He has 5 years USA visit visa.

Can he apply UK visit visa from USA (where he is at the moment) or does he need to go Pakistan back to apply for UK visit visa?

I was planning to send him invitation (sponsor) to visit my family in UK.

Please advise if he can do this from USA.
