Do I need transit visa at Heathrow

My brother will be flying from Pakistan to Norway to pursue his postgraduate degree. His flight lands at London Heathrow and from there he will change Stupid to continue on to Oslo Norway. He has a Norway entry visa. Will he need a U.K. transit visa for passing through Heathrow? He can’t find direct flights and he has to get there by early August. Thank you
