New Age/English rules

Can anyone please tell me when the new rules that are currently being proposed to increase the marriage age from 18 to 21, and that English will be a requirement come into force.

A few friends of mine who are thinking of gettting married in India/ Pak/SA are getting a bit worried.

Why?

I'm sure the the age thing will go away but the English requirement is must - why go to live in another country without at least a basic linguistic knowledge?

I don't think that anything is certain yet. Interested parties should express their views on the current consultations.
