Hi I got a babe in UK, born in month of April
Would the babe be eligible for UK passport. I am here on a work permit, paying UK taxes, but not having a PR.

No. You will need to have a PR in order to get that.

No, for a baby born in the UK to be a British citizen at least one of the parents must be settled in the UK (i.e., for this purpose, be a British citizen, have the right of abode in the UK, have indefinite leave to remain/permanent residency, or be an Irish citizen).
