New born-in-UK Tier 4 dependant - eligibility to benefits

what benefits are given to a new born baby of a tier 4 student. if birth took place in uk. I heard different opinions. what is correct.
when he would be able to get uk passport if he remain in uk for many years.

The child will be entitled to register for British citizenship (and subsequently British passport) only after either parent is granted settled status (ILR).

If the parent has Tier 4 visa then s/he has no recourse to public funds and generally cannot claim benefits.

What about the child's other parent? what is his/her immigration status?

There are some countries with reciprocal social security arrangements with the UK or have signed agreements with the UK and European Union that allow their nationals to claim certain public funds.

These allow you to claim for example, child benefit if you are legally working in the UK please see public funds guidance otherwise the parent has no entitlement to claim benefits for their child even though the child was born in the UK.

Or if the child lives in the UK up to the age of 10 years.
