New Entrant or Experienced - Tier 2 general - April 2015??

Hi

Out of country Tier 2 general application inquiry -

I have finished my degree in 2013 in India and have 4.6 years of IT experience. I am going to apply Tier 2 general first time for a job that pays the salary of new entrant. Since this is my first job in the UK, and I did finish my degree just 2 years ago, can I be considered as New Entrant by UKBA?

My new employer already applied a restricted COS and its awaiting decision.

Please advice.
