New Immigration Rule Dependent Impact

I do have a work visa with a salary £28000. With the new immigration rule which could be implemented by April 2024, would I be able to add my dependent with my work visa with my current salary ? My fiance is currently in graduate visa.

As long as you apply before the change it will meet the current requirement.
