New Pre-settled status Application

Hi all,
I had a query about applying for Pre-settled status.
I have married my partner whom I met last year(2023)
My partner has a Pre-settled status and I’m on a Skilled Worker Visa.
Am I eligible to apply for EUSS as there’s a clause mentioned on ‘Reasonable grounds for delay in applying - you came to the UK on a work or study visa and became eligible to apply to the EU Settlement Scheme while you were here”.

Also, my Father is having a Settled Status in the UK. Since I came to the UK only in 2022 on Skilled Worker, I didn’t get a Pre-settled.
Kindly advice me on this.

How did you become eligible? If you met your partner last year, your relationship did not begin before 2020. You can apply for spouse visa (which will reset your ILR clock as skilled worker).

You didn't get it - as in, you applied and was refused?
