NHS TREATMENT IN 2015 ON SPOUSE VISA?

Is the spouse of a Brtish citizen entitled to free NHS treatment?.

My spouse is in the UK on a spouse visa granted in May 2014.

Some say its free, otheres say its free after 12 months yet others say with the Immigration Act (May) 2014, its not free.
I've heard about the £200 NHS levy. How does one get that if they already have the spouse visa?

Would be helpful if anyone is able to clarify and provide a precise answer.
