NOC 0111 or 1111 (Finance Manager or Accountant)

Recently I've applied through a consultant in Canada under the mentioned category but after taking the fee my consultant is telling me to wait for a month as the category has reached its cap. I'm not sure if it is true or not. Can anybody advice me on this?

end date is 30jun2011. then new list will com but very soon you will see some changes in immigration system in canada may be is summer 2011. but lets see how many NOC announce in 1 july 2011. but you can apply QUEBEC immigration with out any offer letter but you must lern French fist. or second you can apply PNP or if you have offer letter then you can apply any time. i am also thinking to apply but i am waiting now july 2011 new list.

I've seen on one website about the new laws of Canadian Immigration that now under skilled workers category the points calculation system in no more operative. Instead for the application to be eligible for processing, it must:

* include the results of your official language proficiency test, AND
* have a valid offer of arranged employment, OR
* have one year of continuous full-time paid work experience in at least one of the occupations listed here.

Does it means the Caps are open and anybody can apply?
