(non) appeal on a refusal to grant leave to remain

My friend was applying for leave to remain. She has actually been trying to apply since last september (when her last leave expired), but due to administrative issues/changes the application wasn't registered until May. On the date they checked her bank account, there was only 1200 pounds versus the required 1600 and thus they have refused to grant her leave to remain and they have said there is no right to appeal.

Does anyone know if there is actually any way to appeal if the refusal says there is no right? I'm trying to help her out.

U could go to court only if the decision is in breach of humanitarian laws or it is beloved

we called the office and they said she could submit an additional application (as long as it is within the leave window) Is this worth doing now that the leave has expired? Will she be wasting the additional fee just to be rejected again 2 months later?
