Non eu citizen applying settlement visa from Italy

Hi every one i wonder if some one can help me with my query. Next month I want to apply fiancée visa for my gf. Her visa in Italy going to expire after 4 months. In this situation can she still apply for UK from Italy or back home ?

She can still apply if her permission to be in Italy is not a visit visa.
