Non-EEA mother with EEA children moving to the UK

Apologies if this has already been discussed before. I’ve been through this section in detail and cannot see this topic discussed on this great forum.

A close friend of mine is considering moving to the UK before 31/12/2020 with her children. She is a non-EEA national (Colombian) living in Greece with Greek residency (permanent). She is divorced and lives in Greece with her two Greek children (7 and 10 years old).

Would she be eligible to move with her kids to the UK under an EEA Family permit if she can demonstrate that she is financially dependent? It is not clear to me if the EEA family permit applies to EEA children and their non-EEA mother.
