none eu visa to ireland

hi im moving to Ireland and would like my hubby to join me under the eu free movement treaty (think this is the right one)
my hubby is non eu and lives in gambia west Africa

1). which visa would he need and what evidence is needed and the cost

20. there is no direct flights from gambia west Africa to Dublin
so when he gets his visa will he be able to travel via another country to get his flight to Dublin.

which country is best and easiest to go through

3)can I fly with him from gambia or do I have to be in Ireland and meet him at the Dublin airport
