I do not have UK tier1 visa .But planning to apply next year

Shall i start applying the jobs from now on. Is it right way

Are you in UK?

If not then there is no point?

Even if you are then also you supposed to be legally allowed to work here.
No employer/consultant will entertain you without proper rights to work in UK.

There is no point. No recruiter will deal with someone without a work permit - especially considering that with the cap on those you are far from certain to get one!

he's planning to apply for tier 1 - that would take his time...

if he applied in the same way as his post - not giving basic. even a clue about his profession sor eg.

it would definitely be a waste of time.
