Notice For Liability Of Removal-Urgent

Good day all,
My cousin was given a NOTICE FOR LIABILITY OF REMOVAL by the reporting officer at the Reporting centre.
He currently has a pending appeal with the First Tier Tribunal, we've called the first tier tribunal to confirm and they even sent an email to confirm that an appeal was received and they will write back in due course.
We contacted the Enforcement Unit via telephone to inform them about the pending appeal, but we were imformed to put this writing which we did.

We are very confused as of why he was given the Liability of Removal by the reporting officer even though he has an appeal pending (awaiting a hearing date). Can anyone try to clarify if that is normal?

Is he likely to be detained when going to report in the future?

He currently suffers from psychosis and is dependant on his parent who are both settled/resident in the UK.

What's his current visa status?

It must be a mistake or confusion .

Section 78 precludes removal during an appeal .
