OCI in one parent

Is it possible to apply for OCI based upon one parent (or late grandparent) who was born in India? (Parent in late 70s and grandparent born in early 1910s and died in 1970s).
We are confused by whether you can apply on a single relative or not.....
Please help advise if you can!
