From British Consulate-General in Hong Kong:

BN(O)/HKSAR passport holders who wish to study in the United Kingdom are not required to obtain prior entry clearance. On arrival in the UK, a prospective student will be asked to submit to the Immigration Officer a valid passport, an unconditional letter of acceptance from a recognised educational institution and evidence of the financial means to support himself or herself throughout the proposed course of study. We recommend that anybody planning to study in the United Kingdom ensure that they have the proper documentation before travelling to the UK.

Since the "Study Permit" is obtainable at the port so easy, can BN(O)/HKSAR passport holders change their tourist visa to a study permit within UK? If so, how?

People from Hong Kong are non-visa nationals - see <<here>>.

Non-visa nationals may switch immigration status within the UK by applying directly to the Home Office.
