This morning I heard a rumour from friends in SA that the Uk were going to introduce visas from South Africans from the 1 December 2002. Can anyone confirm this or have any idea where it may have started?

You've said yourself: it's just a rumour. When in doubt, go to the HO website at www.ind.homeoffice.gov.uk and click on Latest Information. If it's not in there, it's not true!

The UK government usually only applies visa restrictions on countries when there's an obvious abuse of immigration controls as in the case of Zimbabwe. South Africans have no history of abusing UK immigration controls (at least no more than any other non-visa country) and therefore I doubt very much that the UK government would apply visa restrictions on South African nationals.
