From what I've read (forget where... the Economist I think) the EU is working on an agreement to allow free movement of labour for residents (and not just nationals). However, like a lot of other initiatives, the UK is indicating that it won't sign up, at least not at first. I'm uncertain as to the time table of this agreement.

The UK has made it very clear that it would opt out of the proposed directive.

I think it is very unlikely the UK would sign up since:

a) Being English speaking/diverse it would probably attract the bulk of 3rd country nationals resident in the EU
b) There are over 4m Turks in Germany, and various EU countries would be very wary of putting out the welcome mat for these guys who, given the way they are treated in the Fatherland, may well want to escape to somewhere more civilised.

your potential employer applies for the work permit for you.

permits are usually only issued for specialist jobs were the applicant has a degree and there is a demand for the skills

the employer has to prove t work permit uk that they advertised the job and were unable to fill it with either a uk or eu resident

i think right now it is hard to obtain a work permit

i hope this helps
