I am living here in the UK under the HSMP programme and am starting the application process for renewal of my visa. The FLR(O) form asks for a copy of my police registration. Unfortunately I did not know that this was required and have never registered with the police. (yikes) I am an American citizen and have been here for 11 months. (my HSMP visa stamp in my passport did not say that I must register with the police, however, from reading the Home Office website - it appears that I was still responsible to do this)

Does anyone have any information on how to register? For example, do I just go to my local police station or must I go to a specific office? Any info. on how long it takes, or any problems due to registering late?

You don't have to register with the police unless you are a visa national. Since American citizens are non-visa nationals you do not have to register with the police. Normally those who are required to register with the oversees visitors office recive a stamp in their passport on entry advising them they are to register within 7 days.

Hrm. The website does say that, but everyone I know who are non-visa nationals usually do not register. And all the visa nationals I know who reside in the UK had a 'register within 7 days stamp' in their passport.
Also I am a non-visa national and I have had new work permits and work permit extensions granted in the last few years without a police registration certificate where workpermitsUK wants to see police registration certificates when the applicant requies one.

which says that only those who recive the special stamp on entry must register.

The current Immigration Rules (updated 1 April 2003) require the registration of those classed as "relevant foreign nationals". RFN's are listed under Appendix 2 of the Home Office Rules specifying those people classed as Visa Nationals.

US citizens are non visa nationals and are therefore NOT required to register with the police. Of course the Immigration Officer has the power to require non exempt nationals (i.e. non commonwealth, EEA nationals) to register in special circumstances (usually related to security concerns).
