EU accession nationals will be free to work in the UK from 1 May but won't have access to benefits for two years and possibly longer, the Home Secretary said today.

A new scheme will mean that nationals from new EU countries will have to register with the Home Office. This will prove they have permission to live and work in the UK, and will be checked by employers. If UK jobs are threatened, restrictions could be re-introduced.

Details of the new regulations will be announced in March 2004.
