Hi

I have a few questions
1) Can someone get an italian passport without an Italian citizenship OR is it a must to be an italian citizen before the passport can be issued?

2) If one gets an italian passport,does that mean one can work anywhere in the EU including UK???

3) what are the procedures to getting an italian passport and citizenship.

4) I have heard from my italian friend which is a police that issuing the passport and citizenship is done by the police... i am not sure if it meant the necessary paperwork is done by the police or that the police is the one issuing them. Is it true???

What you're describing is a so-claimed loophole in Italian law that allows to work without a visa. Has nothing to do with becoming an Italian citizen. Details in http://international.monster.com/workabroad/articles/financial/
