Between now and 1 Jan, there is the General Election, and the major oppostion party CDU has vowed to overturn the law if they win. However, their preferred coalition partner, the FDP, has clearly said they support the bill. Thus, chances are that the bill might enter into force on 1 January next year in an unchanged or slightly changed format.
