When I apply for jobs, employers require work permit. When I tell them that work permit is only granted after I get a job, then they simply refuse to go ahead. My question is "how can someone get a job in Germany or any other European country while stationed in some other country? How do people do it? Is it that these people go through some agents in their home countries? I see people on this board who do not have a job but have a work permit? Is there something fishy about it?

Besides the obvious ways (marriage, etc.), the UK has some schemes in place that allow people to come to the country without a prior job offer, although relatively few people qualify for them.

There is nothing fishy about it. It means that those people, of which I am fortunate enough to be one - have skills that the employer feels is worth the effort to get the work permit for...In the Netherlands, there is an expedited procedure for IT skills - but there is still a certain amount of time involved. There is not a lot of expense, but the company has to have someonewho knows how to handle the paperwork - and many don't.

I would stay away from "agents" , etc. They are not necessary. You need to have 1.)Very in-demand skills 2.)Working experience in those skills 3.)Proof of the above and 4.)No criminal record as basic requirements for the NL. Without those it's going to be difficult unless you marry/have a partnership with a Dutch citizen.

Whoops - sorry I didn't read your question more closely.

I would say "yes" - there IS something a little strange if someone says they have a work permit but no job. At least in the Netherlands - I know that is impossible. If they lose their job, their company goes bankrupt, etc...their work permit becomes invalid and they have to find another employer to get a work permit for them...
