I am a long term U.K. resident and I am
trying to find out when the EU Council Directive that will allow free movement/work of
"third country nationals who are long-term residents"

I have read a council proposal 2001/0074 CNS
which I belive according to the directive should be in force by 31 Dec 2003

but I have been offered a job in Belgium and
I have been unsucessful in determining my current status

can anyone help, perhaps pointing me to the current state of the legislation ?

31 December 2003 is the recommended date issued by the EU council; each country will voluntarily and individually decide when to make it come into effect. Since the UK has decided not to adopt this particular directive, it might be that the other EU countries will exclude UK permanent residents. In any event, you need to ask to the Belgian authorities, probably your nearest Belgian consulate might be able to give you an answer.
