The reason is that they are rather ignorant of work permit application procedures and they do not want to go through this 'extra hassle' for hiring a new employee. This leads to a classical 'chicken and egg' situation: they don't want to hire you if you don't have a work permit, but you can't get a work permit if there's no one who wants to hire you.
