I am a french citizen but my husband is not a EU citizen. I know he doesn't need a work permit to work in France but what about working in the other EU countries ? Does he need a working permit there ?

Spouses of EEA nationals are allowed to work as long as they reside in the same country as the EEA party.

However, there are no EU-wide immigration regulations. Each country has its own rules so you'll have to be precise about which country you'd like to know about.

Yes. The UK requires the non-EEA party to obtain a family permit beforehand. Read the section about relatives in http://www.ind.homeoffice.gov.uk/default.asp?pageID=138 . If you've got any more queries about UK, post them in the UK forum instead of this one.
