How is it possible to get Permanent Residency for the E.U. if one was born in France in 1970 but have foreign passport parent?
Why does anyone born in almost any other E.U. country (eg. Germany, Austria) get immediate citizenship of that country (and thus also residency and working rights in any E.U. country), but people born in France only get French citizenship through having French parents or through living there for 5 years?

Because the EU does not have a common immigration policy, each country has its own, independent rules.

You have wrong info on Germany & Austria -- those two countries doesn't grant citizenship by birth. Someone born in Germany is _not_ German citizen by default.
