From the time of signing a contract with my new employer. And can my non-EU partner join me without too long a wait (she has Russian citizenship). Please!

If it is not IT related, it would take longer - 2-3 months on average. And yes, your spouse can come with you to Germany, irrespective of her nationality. Hope this helps. Hi,
