My friend is Italian. He lives and works in Belgium. I am a US citizen. We would like to live together in Belgium and then later possibly in Italy or some other European country. Without getting married, what is the easiest way for me to join him? Can I "visit" for 90 days and then leave for 2 or 3 and then return? I assume I would have to have a job in order to stay permanently, but working is not something I would like to or need to do.

You will have to check with the embassy of the country that your friend will be moving to. I am sure though that within the Schenigen zone, you are allowed to stay 90 days as a tourist, then must leave for another 90 before you are allowed back in. It is possible you can get an extended tourist visa, but this will still only last for probably less than a year. Another alternative is to apply to study at a local university, so you can get a student visa.
