If I were to apply for PR in Australia
as an actuary - who would be doing the assesment of my work experience?

Also, in the meantime I worked as a software
developer. I would like to have actuary as my designated occupation,
but in calculating the years of work experience (to get 5 points),
I would like to use the time spent working as
a programmer as well.
Do I need additional assesment as a programmer?

I just downloaded those damn instructions.
