I worked as a teaching assistant part-time
when at grad school. It was before I get my masters degree.
Can I include this period when calculating
number of years of work experience? (NZ, not Australia)
Or only the years after I got the degree count?

Hi B

Usually you can only count the work experience post-degree, however, if you worked part-time (15-29 hours per week) during your degree course and this was DIRECTLY RELEVANT to your qualifications and was NOT an integral course requirement then you should be able to count this towards your work experience. Keep in mind that four years of part-time work counts only for one point.
