I am an Indian Chartered Accountant and a B.com Honours Graduate.

English was my medium of instruction in both the courses.

Do I still require to sit for IELTS test? Or should I wait for consular instruction after submitting the application?

Hi

No, you will not need to take the IELTS as long as you can prove that both your degree courses were taught solely in English.
