Dual US/Irish citizenship, but gf was orphaned

I'm a US citizen interested in dual Irish citizenship. My grandfather was Irish (born in Ireland), and raised in an orphanage. Might this pose difficulties in obtaining the required documentation? Any suggestions? (He's deceased, btw). Thanks!

Shouldn't do, unless he was adopted out.
