Exit permit from India expired UK passport

Hi,

My 2 children UK passport was expired 2 months ago, they both in India and we have received the emergency UK passport to travel to UK.They both have OCI card.

Is it mandatory to get the exit permit from India(FRRO) to leave the country ?
