getting spanish visum for russian woman who is married

hello i need to get a spanish visum for russian woman
to a dutch person who lives in spain for 15 years

he is not in russia but in spain
their already married

can this girl go to spanish embassy and apply for visum herself?
or does he need to do this for her?
