In person SA Passport applications - are certified copies required?

The online documentation for South African passport applications form the UK is rather confusing.

The application is made in person, but it is nigh impossible to get any timely response via phone or email, so it is not possible to get clarification on the intent, at least not in a reasonable time frame.

In places it says that certified copies of documents are required (two copies of each document, so this adds up quickly when paying a commissioner of oaths).

In other places, it says two copies are required, and then only mentions "certified copies" in the context of postal applications.

So, it is difficult to know which is correct for in-person visits.

Anyone recently applied for a SA passport in person from the UK and knows which is correct?
