Indian passport expired for over 3 years - affidavit

My Indian passport has expired for over 3 years and I'm getting all the paperwork together for the renewal. I need to get a affidavit done for the expired passport. I made an appointment at the HCI London but they said they don't provide that service and I should book an appointment with VFS. I'm also having difficulty getting a notary appointment - does anyone know if VFS will do this? The actual wording on the form is,

"The Affidavit can be sworn before/attested by a Notary Public or can be sworn
before/attested by the Passport Officer at High Commission of India, London"

Quick update - the sworn affidavit by a notary is not needed - you can sign the document infront of the passport officer when handing in your renewal application at VFS. I hope it helps someone.
