IndianVisa Online Site down

Hi All
I have booked an appointment for my children's Indian visa, and in order to start a visa application, you are required to complete an online form which is operated by the Ministry of Home Affairs, Government of India

I've been trying to open the website to fill online form but it keep coming as error, this site cannot be opened.
Does anyone know do i have to fill the online form or i can just download from somewhere and take it to the visa office at the time of appointment ?
