Lost Indian Surrender Certificate and Passport

Hi

I needed guidance to obtain a Duplicate Indian Surrender Certificate as I needed to apply for OCI. Unfortunately my old certificate and Old Indian passport were stolen out of my car due to a break in. I do not hold copies, therefore, what is the next best way to proceed. The VFS does not entertain without the Surrender Certificate. The High Commission says they do not hold any records. What could be my next option?
