para 320(7B) administrative review or appeal?

As far as I understand for TIER4 there is only ony possibility for administrative review and appeal on the grounds of human rights. Am I right? Is it possible to ask for both at the same time???

If they refuse your application, then your options depends on whether you had made an in-country or out-of-country application.
