Parent of an EEA national child must pay for a visa?

Just saw this on the WorldBridge website:
Parent/primary carer of an EEA national child €256
I assume that this is referring to the parent of an EEA national child wishing to move to the UK in accordance with the ECJ ruling on Chen?

If so..why the visa fee? Why not an FOC EEAFP?
