Parents of an HSMP dependent spouse ....

What rules would apply for the immigration of "parents of an HSMP dependent spouse" ? Would they be different from the rules applicable to an HSMP holder ?

Strictly speaking, there are no rules, as the persons in HSMP and HSMP-derivative status are not per say entitled to sponsor their parents.

That said, there are always ways to appeal for sponsorship options on humanitarian and compassionate grounds. Here I'd look for exceptions, not for rules, and I believe it would be almsot irrelevant whether it's the HSMP status holder or their spouse.

Age and financial dependence of the parents on the person residing in the UK would help the case.

Now where have I seen this question before - sorry the answer doesn't change...they have no status in relation to immigration law until they make an application in a relevant category. Where such is not possible you are free to request the immigration authorities to exercise discretion in seeking approval.

Ending chain migration.
We will end the practice where those who have settled on a family reunion basis can themselves immediately sponsor further family members, consistent with our ECHR obligations. In future they will not be able to do this until they have been settled for five years or have citizenship here.

Are we looking at a "nay-nah-no" regime, before ILR and under compassionate grounds?

Sher - interesting reference, but if you looked further in the same document, you'd see that nothing has changed in regard to parents of settled (or otherwise) persons.

Despite changes, the UK immi program looks the most benign among the ones available. The times ahead, I hope, prove it beyond doubt.
