Passport processing status - need advice please

Hello,

Its been 11 working days since I attended citizenship ceremony. I applied for naturalisation and passport at the same time last year November. I've to travel on 5th Feb but I've not received my passport yet.

I appreciate given processing time is 20 days but not sure should I change my flight. I've called HMPO couple of time and today as well they gave me the same response 'application being looked at.' I requested them if they can confirm whether or not they have received any notification from council but they never confirm it always say 'application being looked at'.

Wondering if some has any experience who can share with me. Does their response mean notification not received? or it could be anything from printing to nothing? Council say they have notified the HO very day I attended my ceremony.
