Passport Renewal of Minor

Hello All,

I am an Indian citizen I need to renew my son’s passport. Checked the High Commission of India website and it says the passport service has been outsourced to VFS from 2nd March 15.
My query is related to one of the requirement (affidavit of Change of appearance). It requires stamp and signature from a Notary Public.

Please could anyone guide me or someone who has gone through this process let me know where can I get this stamp and signed from a Notary Public.
