MY PBS Certificate - Tier 2 is being refused

Recently I have applied for PBS- Certificate under Tier 2 from my compant to work in a projct in UK .

But after processing the documents that I ahd supplied the Consulate has told that they cannot process my case as I am not able to give my original deegre convocation certificate. But the same documents I ahd given earlier to get WP and used that WP as well last year to work in UK for 9 months , that time also I was not having original degree convocation certificate and had provided provisional degree certificate and original transcript but this time along with these two above documents I have given an academic refernce letter on my University Registrar official letter pad stating my name , degree awarded , date of the award and when I will get my convocation degree certificate but still the consulate has coem abck and told me that they cannot process my application further without the original degree convocation certificate.

Now I am having a Master's degree as well but as it is Post Graduate Diploma in Business Managemnt (2 years - full time course) approved by AICTE (HRD Minstry , India) from School of Management Sciences , Varanasi (1997- 1999) I have not used it for the point as I am not sure whether NARIC will evaluate this one as equivalent to Masters in UK.

Can you please let me know what should I do ?
