PBS Dependant Visa - English requirement

Hi,

I am on Tier 2(ICT) visa currently. My wife will soon apply from Turkey. I am not sure if she have to give IELTS or not. Does dependant visa applicant are exempt from english language requirement?

Border agency reference is much appreciated because I cannot find it.

The English requirement is only for ILR, and not for extension applications.
